HART is hiring a Manager of Government Relations

POSITION PURPOSE:

The Manager of Government Relations directs policies and objectives involving local, state, and federal government affairs on behalf of the Agency. This position maintains and nurtures relationships with government, associated authorities, and all committees and legislatively represents and protects the Agency’s interests. The Manager of Government Relations assists in the establishment of corporate strategies, policies, and plans, which align with government laws, regulations, and standards. The position leads analysis of proposed legislative actions, determines the potential impact on the organization, and develops appropriate responses.

ESSENTIAL JOB FUNCTIONS:

  • Monitors, analyzes, and interprets current industry trends, legislation, and developments; determines the potential impact on the organization, and develops appropriate responses. Promotes the Agency’s position and interests in person and in writing.
  • Maintains and nurtures the relationships with government, associated authorities, and all committees; legislatively represents and protects the Authority’s interests. Drafts recommendations for proposals for effectively working with governmental agencies, community stakeholders, and citizens to support organizational goals. Supports activities to enhance the image of HART among government agencies, the business community, the public, and other stakeholders. Represents HART at key stakeholders meetings including elected officials, customers, community groups, etc. Manages the contracts and resources for state and federal lobbyists.
  • Develops, recommends, and implements strategies and action plans to grow revenue streams and overall revenue generation for the Agency. Promotes Agency visibility with state, local, and federal governments to increase receipt of available grant funds for operating and capital projects. Works closely with other departments to ensure message continuity and understanding of Agency funding requests.
  • Conducts research and prepares reports and presentations, both internally and externally.
  • Develops budget recommendations and oversees budget spending and tracking for government relations activities.

MARGINAL FUNCTIONS:

  • Performs other work-related duties as assigned.

REQUIREMENTS:

Education and Experience:

  • Bachelor’s Degree in Marketing, Business Administration, Public Administration or a closely related field.
  • Seven (7) years of progressive business development experience and field related experience.
  • Three (3) or more years of leadership, management, and supervisory experience is preferred.

Machines, Tools, & Equipment Used:

  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.

Licenses/Certifications:

  • Must be able to obtain a valid Florida Driver’s License within 10 days of hire or relocation to Florida.

QUALIFICATIONS:

Knowledge, Skills and Abilities:

  • Transit and transportation operations and planning; federal, state and local policies regarding transit activities; and rules, regulations, procedures and functions of the Authority is desired.
  • Necessary components for development of a successful grant funding strategy for operating and capital costs.
  • Microsoft Office Suite including Access, Excel, Word, PowerPoint and Outlook.
  • Demonstrated ability to develop support and stakeholder acceptance of organizational projects.
  • Ability to develop funding strategy plans based upon available grant funding resources.
  • Demonstrated ability to develop creative solutions to complex issues.
  • Excellent verbal, written, and interpersonal skills.
  • Ability to organize and prioritize work and to meet deadlines on many projects concurrently.
  • Ability to determine objectives, strategies, to achieve long and short-term goals.
  • Ability to use excellent communication and collaboration skills to gain stakeholder buy-in and support.
  • Ability to communicate in a clear, concise, and consistent manner.
