IDEAL CANDIDATE PROFILE

  • Program or Project Management Professional (PgMP / PMP) preferred
  • ITIL V2 or V3 Foundations, ITIL Practitioner or Service Manager Certification Preferred

JOB OVERVIEW

This position is required to allow us to continue to improve upon our ability to provide stellar information and technology services to our supported County Administrator departments.  The consolidation of disparate information and technology applications supported by the IIO into an Information & Technology Services Management System Program is part of establishing a new technology environment based on ITIL

ITIL is a set of detailed practices for IT service management (ITSM) that focuses on aligning IT services with the needs of business. The ITSM Program Manager will be a primary role tasked with assisting with the establishment of the ITIL-based environment.  In addition, the ITSM Program Manager will also be responsible for identifying and overseeing management of Information & Technology Service Management projects while concurrently supporting projects that tie to the strategic direction of Hillsborough County.

MINIMUM QUALIFICATIONS

Masters of Science plus three years  related experience with the ServiceNow platform or comparable ITSM system as a certified ITSM Administrator / Developer in an enterprise-wide, multi-tier ITSM production environment

OR

Bachelors of Science plusfive years related experience with the ServiceNow platform or comparable ITSM system as a certified ITSM Administrator / Developer in an enterprise-wide, multi-tier ITSM production environment

OR

Any equivalent combination of education, training and experience that would reasonably be expected to provide the job related competencies indicated as part of this position description.

  • ITIL process assessment / evaluation / improvement programs across a broad range of ITSM processes such as incident management, problem management, knowledge management, change management & request management, and IT operations architecture / Service assurance tools architecture as a plus.

  • Extensive and varied ServiceNow implementation (or ITSM System equivalent) experience. Experience in analyzing and recommending ITSM strategies based on desired business outcomes and priorities.

DUTIES AND RESPONSIBILITIES

  • Develops and oversees comprehensive and detailed project plans with time lines, deliverables, critical paths, and corresponding resource requirements with necessary skills and duration utilizing and communicating project management standards and best practices.
  • Identifies, secures, and coordinates implementation of internal and external resources and expertise as appropriate to achieve ITSM project objectives.
  •  Works with the IT PMO Manager to manage and maintain the technology project management methodology, including the planned and unplanned project processes, project standards & guidelines, project templates, and related project management documentation.
  • Provides project management through coordination with multiple functional areas, in collaboration with the IT PMO and Business Support teams within the Office of CIIO.
  • Closely monitors and manages contract terms and language to ensure vendors deliver accordingly.
  • Develop ITSM software solutions using the County ITSM system application conventions.
  • Effectively shares the results of key decisions, processes or programs that support the goals of the County.
  • Other duties as assigned.
