Port Tampa Bay is hiring a Vice President of Operations!




Scope & Purpose:

The Vice President of Operations is a highly responsible position as it directs all facets of operations for Port Tampa Bay (PTB) including all berths, both public and private, waterways and dredge operations, docks, wharves, railways, public terminals , owned parking areas, and public access to all facilities.  The position also includes responsibility for regulatory compliance and cooperation with all federal and state authorities in the functions of the port as well as the 43 mile channel access to the port. This position reports directly to the Port President as a primary advisor. The Vice President of Operations is an ambassador of the port and maintains his actions with the corresponding decorum requirements.  Incumbent will be counted on to be a leader in the Port’s management team, port community and other key audiences.

Essential Functions & Duties:

  • The vice president is responsible for the entire operations department and does so through a chain of command that includes a direct report Director of Operations and is Operations Manager. This responsibility includes the facilitation of cargo and cruise operations throughout the port area and further includes port access whether it be by water, land or rail.
  • Insure all public terminal operator facilities are operated with efficiency and professionally and in accordance to all regulations pertaining to the specific terminal operations.  Work closely with the Port’s terminal operating partners to insure high level of safety and operational performance.
  • Insure all port vessel traffic is directed to and operates from a safe berth and operations are in accordance with best practices and regulations.
  • Insure and assist in all cruise vessel operations and planning to facilitate and promote the growth of cruise business in the region.
  • Assist and promote the port business by working with all other departments within PTB and seamless collaboration with the security department to bring industry best practices and performance throughout the Port’s operational enterprise; provide operational support to maintain the existing port business safely and allow it to prosper and grow as well as develop and grow new business for the port and region.  Maintain client relationships and outreach as directed by the practices of the Port President and Senior Staff.
  • Develop and maintain a working relationship with the United States Coast Guard, Customs and Border Protections, Hillsborough County Sheriff’s Office, Tampa Fire Department, Tampa Bay Pilots, and other regulatory and protective agencies with port interests and responsibilities and help develop inter-local efficiency with same.
  • Promulgate and maintain the operations budget working closely with the Finance Department on reporting and compliance for same.
  • Assist in the facility development and domain awareness for operations and security in the port areas of responsibility through acquisition of new and more complete information and security based systems and equipment as well as continue to train personnel on all facets of port operations and information processing. It is necessary to move forward and progress with information systems and training to augment the processing of information to security, operational, finance and port history databases.
  • Continue to plan and train for disaster planning and recovery systems to insure a quick recovery of the port and the region in the event of a man made or nature developed situational disaster. This is done via equipment acquisition, hardening of existing assets, training of existing personnel and evaluating the need for acquisition of additional billet strengths.
  • Continue to do all assigned tasks as presented by the Port president and his senior staff.

Essential Knowledge, Skills, & Abilities:

  • Knowledge of maritime related applicable laws and regulations.
  • Knowledge of PTB policies and procedures, Enabling Act, and TBIT.
  • Knowledge of long rage and port strategic planning.
  • Knowledge of computer application programs.
  • Ability to establish, maintain and develop relationships with port users and PTB staff.
  • Ability to present business perspectives to Senior Port Personnel for approval or development.
  • Ability to communicate verbally and in writing clearly and professionally.
  • Ability to work under pressure and handle multiple priorities of sensitive issues and complex situations.
  • Must have strong personnel skills, communication skills (both written and oral) as well as pronounced leadership skills. The candidate must possess high level management skills including logistics, budgeting and personnel management as well as being versed in mandated requirements on all levels.
  • Ability to interact effectively, confidently, and professionally with PTB officials and employees, other government officials, PTB tenants, and the general public.
  • Ability to work under pressure and handle multiple priorities of extremely sensitive issues and complex situations.
  • Must possess great organizational and time management skills.
  • Must possess honesty, integrity, and sound professional judgment.

Minimum Training & Experience Requirements:

  • Bachelor’s Degree from an accredited college or university in Marine and/or Terminal Operations or similar field and ten (10) years of management experience with at least 4 years as a director manager of administrative operations at a port or an equivalent combination of experience;
  • Experience must include at least 4 years of budgetary responsibility.
  • A Marine license or military experience is a plus.

Special Requirements:

  • Incumbent must possess a current and valid Florida Motor Vehicle Operator’s License or capable of obtaining one within thirty days from the date of hire.
  • Must successfully pass a seaport security background check and compliance for a Transportation Worker Identification Credential (TWIC).

Supervisory Responsibility:

  • This position is directly responsible for managing/supervising all staff employees within the department.

Position Type/Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. Occasional evening and weekend work may be required as job duties demand.   Significant travel will be required.  Travel will be both local and out of the area during the business day and overnight.
