The Division of Human Resources (DHR) provides USF system-wide strategic development of policies, procedures, and programs for the core HR functions, which includes USF Health and the campuses in Tampa, St. Petersburg, and Sarasota-Manatee. DHR supports the goals, vision, and mission of USF, with a focus on delivering valuable, innovative, and compliant services that attract, develop, reward, and retain highly qualified individuals to create a diverse and talented workforce. Services and programs provided by DHR include: Benefits; Classification & Compensation; Employee Relations; Labor Relations; Talent Acquisition; Strategic Planning; Staff Recognition; Compliance; HR Information Systems; and Learning and Talent Development.
DHR has embarked on a multi-year transformation initiative to provide a Human Resources function that operates efficiently and effectively, leverages up-to-date tools, and embraces technology to create greater value-add services and programs for the USF community.
The Human Resources Consultant (Employee Relations) supports and facilitates positive relationships between employees, employers, and co-workers that contribute to satisfactory productivity, motivation, and morale in the workplace. This position exercises independent judgment and professional discretion in handling employee relations concerns and complaint investigations, including corrective action, performance management, and grievance proceedings, advising client groups to resolve questions or concerns. The Human Resources Consultant (Employee Relations) determines the appropriate course of action in various areas, including USF policies and procedures; collective bargaining agreements; and compliance and adherence to local, state, and federal statutes governing employment practices.
Responds to employees regarding employee relations policies, procedures, work rules, and documentation; researches, identifies, interprets, and analyzes specific employee relations concerns and makes appropriate recommendations. Supports various methods for conflict resolution.
Assists management in directly addressing concerns as they emerge; resolves problems using constructive strategies, such a coaching, mediation, and progressive discipline. Composes disciplinary letters and performance improvement plans for managers and supervisors.
Conducts investigations and prepares reports in response to complaints. Fully documents, prepares, and maintains comprehensive reports based on investigative findings and determinations of violations of university policy.
Analyzes incidents of workplace behavioral and performance issues and determines appropriate level of response. Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
Maintains complete understanding of all of the organization’s HR policies and ensures that both the HR team and the organization at large are aware of relevant policies. Recommends changes as necessary. Develops and provides training to individuals and groups on progressive discipline, performance management, and other areas related to employee relations.
Performs other duties as assigned.
This position requires a Bachelor’s degree and two years of HR related experience; or Master’s degree in an area of specialization appropriate for the program. Six years of HR-related experience or a combination of education and experience may substitute for the Bachelor’s degree.
Candidates with previous experience with organizational development, mentoring, and coaching; developing and presenting educational materials; and working in a higher education environment are preferred.
